Technically a blogger must not disable commenting in his/her blog as it is the best way for readers to interact with the author and other readers. But sometimes people do want to disable comments atleast from anonymous or disable them at all at personal choice.

You can also ask readers to go through a word verification during posting of a comment to avoid non human spam comments.

Blogger is a nice platform which gives you access to full control of who can comment on your blog. You can also get alerts by email when someone comments on your blog and so you can quickly delete the comment if it is not appropriate.

1) From your Dashboard

    Click on Settings

2) Click on Comments tab under Settings

3)You can select either you want to show comments or not by selecting hide

4)If you want to restrict anonymous postings select registered users

5)Finally if you want to keep an eye on comments on your blog 

Select always or for posts older than 14 days and enter email address where you want to get the email alerts when a reader leaves comment.

Do leave comments if you like the post and if you have any questions.

You might always be confused with this question whether how many posts shall be visible on the main page of your blog and how to change the number.

How to decide the number.

The no of postings must be decided as such by the length of the side bar on your blog. 

If your sidebar had only few adsense ads and some followers widget and archive, it may not be that long and then the postings in the lower part where there is nothing in the sidebar will not look good.

Steps

1) From the Blogger dashboard

    Go to Layout
2) on the Blog posts area - Click on Edit
 

 


3) Change the no. of posts on main page to your desired number.

Also keep the number as such so it will also look fine when individual post page is opened.

Also keep automatic renewal of the domain name active. If you missed to renew it next year, you may loose your domain name.
